Organisation - Vegetation Programme

To develop the entire system and prepare its exploitation, the partners set up a structure which is based on the elements shown on the attached figure. The role of each of the entities is the following :

The Steering Committee

The Steering Committee (SC)  gives guidelines concerning the development to all the entities which are part of the Programme :

  • it approves the mission specifications and any modification proposed by the International Users Committee (IUC),
  • it approves the management and organisation plan submitted by the Integrated Project Team (IPT) and supervises its application, receiving reports on all aspects of the Project Management.
  • It supervises system exploitation and data distribution policy.

The Steering Committee is composed of representatives of all the partners of the Programme. The chairman of the International Users Committee and the Programme Scientist are observers to the SC.

The International Users Committee

The International Users Committee (IUC) was set up to represent and voice the interests of the international community of remote sensing data users in the VEGETATION Programme. It submits specifications and technical recommendations to the Steering Committee :

  • defining the mission and products,
  • providing advice to the Programme Scientist regarding modifications to the initial specifications during the development phase,
  • preparing technical recommendations regarding data reception, processing, archiving and distribution,
  • proposing orientations for the evolution of the Programme after the launch of the first instrument.

Composition of the IUC

The Programme Scientist

The Programme Scientist i. a. ensures coordination between the International Users Committee (IUC) and the Integrated Project Team (IPT) and the secretariat of the IUC.

Until 2001 the task was ensured by Gilbert Saint (CNES). In  July 2003 Etienne Bartholomé (JRC) was nominated to the task, until today, Philippe Maisongrande is responsible, Send an email to the programme scientist

The Integrated Project Team

The Integrated Project Team (IPT) was in charge of the complete follow-up of the payload and ground segment development and its integration on SPOT 4, until the in-orbit acceptance :

  • it drafted all major technical and management specifications in accordance with mission specifications and monitors their application,
  • it managed all activities concerning contracts to national industries

During the current operational phase the overall system monitoring is coordinated by the Programme Scientist (CNES)
